　　    中国自改革开放以来在人类发展方面取得了非凡的成就。与此同时，中国和国际社会都已认识到中国在解决公平问题及有效推进减贫工作上面临的危险及挑战。公平问题是人类发展的核心。《中国人类发展报告2005》力求为现有的政策讨论加入人类发展的视角。报告认为中国的不公平现象已达到了相当程度。这些不公平现象主要体现在城乡之间，地区之间，性别之间和不同的社会群体之间。报告认为，为实现具有包容性，公平和可持续性的人类发展，中国需要在医疗卫生、教育、性别和社会保障等人类发展层面加大投入；也有必要加强有关公平发展的承诺和行动，使不同地区和民众公平地分享发展带来的利益。这对中国的减贫、社会进步和实现千年发展目标的努力至关重要。这本报告是由联合国开发计划署驻华代表处委托中国发展研究基金会协调完成的。
