　　2006 is the first year in the 11th Five-Year Plan for our national economic and social development. A comprehensive analysis of all factors shows that the international environment will generally be conducive to China' s development in the coming five years， but that there are quit.e a few unstable factors and uncertainties. Domestically， there are many favorable conditions as well as a number of restraining factors and difficulties. We should make full use of the favorable conditions both at home and abroad and seize the plenty opportunities in the five years to come. The Fifth Plenary Session of the 16th CPC Central Committee has set the building of a new socialist countryside as a major historic task. We need to follow the requirements of "developing production， improving living standards， fostering more civil behavior， improving the overall cleanliness of villages， and exercising democratic management"， and proceed with the construction of rural areas in an all-round way in the economic， political， cultural and social fields and in the field of party building. We must heighten our sense of historic mission and our sense of urgency， continue to seize and make the most of the present strategic opportunities while they last， meet new challenges， and fulfill new tasks in our endeavors to build a new socialist countryside.
