　　    Dr. Liu Guangxi， male， born in Weifang city of Shangdong Province in 1964， professor and Ph.D supervisor. Dr. liu， who was honored as one of China's ten eminent youths of foreign affairs and foreign trade and economic co-operations， currently serves as Director- General of State Administration of Foreign Exchange （SAFE）， member of the Standing Committee of Kunming City and Vice Mayor of the Kunming Municiple Government.
　　    From 1988 to 2003， Dr. Liu served as a senior staff in the International Department of the Ministry of Foreign Trade and Economic Cooperation （MOFTEC）， the third-ranking secretary of Business Office of the Chinese Embassy in the United States， second-ranking secretary of the Business Office of the Chinese delegation stationed in Geneva， Director of General Office of MOFFEC， special assistant to the Chief Trade Representative （CTR） of MOFTEC， commercial attache with Chinese Consulate General in Los Angeles， Executive Vice Chairman of Shanghai WTO Research Center and Vice President of Shanghai University of Foreign Trade.

　　    《纳税投资论》The history of human development can be summed up as one that unremittingly conquers slavery of nature and rule of man. And this historical progress of unchaining "slavery" witnessed the emergence of civilized society as well as nation， country and government. The three laws propelling social advances are ruling law， construction law and law of social development. Man has gained the advantages in conquering slavery of nature along with the tremendous progress of science and technology， and achieved unprecedented material progress. Of course the advantages of man over nature are also limited considering the endurance of natural and ecological environment towards material advance of human society. That's the reason why issues like environmental protection， harmony between man and nature， and sustainable development are paid special attention by various countries and nations around the world.
